VTCC Frank J. & Barbara C. Walsh Scholarship - Operating

Recipients shall be, at the time of receipt of the scholarship funds, undergraduate students in the Corps of Cadets . Recipients will be chosen on the basis academic merit and leadership potential. Preference will be given to students who participate in the Navy ROTC program.
